Colonial Office, Treasury and War Office (of great length) it was decided "that those colonies which as regards the cost of their Military Defence were more particularly a burden to the Imperial Exchequer should (allowing of course that the state of their revenues was such as to justify the additional charge) be required considerably to increase their contribu- tions towards that object". Since then the questions at issue have been

(a) How much in theory the Colonies ought to pay. (b) How much they can afford to pay.

The circumstances of the colonies differ 30

greatly that it will probably tend to a greater degree of lucidity to take them separately, and I have according ly adopted that plan. But they have also this much in common that two interdepartmental Committees, one in 1880 and one in 1895 have reported on the general questions involved. Most of the information is taken from their reports.

I THE STRAITS SETTLEMENTS.

In 1866 the Straits were transferred from the control

of the Government of India to that of the Imperial

Government. The transfer was carried out chiefly at

the desire of the local community who wished to avoid the

heavy military expenditure insisted on by the Indian

Government and the Treasury made it a condition that

no expense whatever should fall on the Imperial

Exchequer
